Microsoft has been plagued with viruses and hacker problems for many years now. No matter how much they try, the problem still persists. Their new solution to this problem is to get more funding...from their customers. Microsoft wants to use new tactics like quarantining and inspecting suspected hackers. They've already spent millions on trying to fight the hacker problem, and they think something like an internet usage tax will be the perfect way to get them more money to solve the problem.
